Richard Whiteley, Head of Glass, has installed a 14 tonne and 3 meter high sculpture at the Cotter Dam entitled Flow. It was opened on Saturday, 12 October as part of the opening of the Dam. The dam itself is almost one million tonnes of concrete.

Professor David Williams dedicated the sculpture prior to the ACT Chief Minister, Katy Gallagher, opening the new Dam.

The project has taken Whiteley two years to plan and produce. He worked with a large team of experts in the field of concrete pouring to over come the challenges of the process. Whiteley is known for his unique cast glass works.

Jim Trail, ABC Canberra, has produced a short video piece in which Whiteley explains the work and its relationship to the new Cotter Dam. View: 15 tonne Cotter commemoration: Richard Whiteley's sculpture Flow
